The Regional Competitiveness Committee (RCC) Region 02 along with select Local Government Units (LGUs) of the Region conducted a Benchmarking Activity to the Most Business-Friendly and Competitive LGUs in Luzon last 12 – 13 July 2016.

Among the LGUs that were benchmarked were: San Fernando City, Pampanga, Sta. Maria, Bulacan, Parañaque City, and City of Imus, Cavite. All of which were adjudged as the Most Competitive LGUs in the 2015 Cities and Municipalities Competitiveness Index (CMCI) Survey.

In attendance were fifteen (15) representatives from different LGUs, namely: Tuguegarao City, Cagayan; Alicia, Cauayan City, City of Ilagan, Roxas, San Mateo, and Santiago City, Isabela; and Solano, Nueva Vizcaya.

The delegation, headed by Mr. Charles Irvin P. Tagarino, TIDS, seeked to identify the best practices of the benchmarked LGUs in the areas of Business Permits and Licensing System (BPLS), Investment Promotion Strategies, and Good Governance Initiatives.

In a message given by Hon. Jimmy T. Lazatin, Vice – Mayor of San Fernando City, Pampanga, he emphasized the importance of multi-sectoral governance in the operations of an LGU. For him, aside from ensuring that government structures are in place, stakeholders must also be involved.

To ensure the effectiveness of the activity, a benchmarking tool was accomplished by all participants. The collected benchmarking tools shall be processed by the RCC and will serve as a basis for future initiatives.
