In support to the creation of an active and robust Information and Communication Technology (ICT) Council in Tuguegarao City, a one day Capacity Development Seminar was recently conducted on August 10, 2017 at the SP Session Hall, Tuguegarao City Hall which was jointly organized by the Department of Trade and Industry (DTI), Department of Information and Communication Technology (DICT), and the Local Government Unit of Tuguegarao City.
Representatives from various regional line agencies,business sector, academe, Utility Service Providers, and representaives from the Tuguegarao City Government were gathered to set and harmonize the direction of the ICT Council for Tuguegarao City.
Tuguegarao City Mayor Benvienido C. De Guzman II said in his message that the conduct of the Capacity Development Seminar is the first step towards the fulfilment of the Tuguegarao City Government’s objective to formulate appropriate policy and program framework that shall promote the rapid development and improved global; competitiveness of the ICT industry.
Atty. Jocelle Batapa-Sigue of the National ICT Confederation of the Philippines (NICP) discussed the overview of the NICP and the IT-BPM Industry.
In her presentation, she said that Tuguegarao City is recognized as one of the top ten (10) emerging cities today. She made emphasis on the relevance of creating an ICT Council in Tuguegarao City in the growth of ICT Industry and development of the local economy.
She also facilitated a workshop to identify the strengths, weaknesses, and startegies that may be considered in the successful implementation of the Tuguegarao ICT Council.
Some of the issues and concerns identified were 1.) Mismatch of curriculum with the ICT redquirement 2.) Limited TELCO Providers, 3.) Unreliable Power Supply 4.) No available PEZA approved facility 5.) No access to market information, among others.
Meanwhile, among the identified advantages of the City were 1.) Tuguegarao City is the centralized location of regional government offices 2.)Presence of domestic airporfor for easy accessibility and 3.) Improvement of ICT Infrustructures.
Various strategies were also recommended which include 1.) Creation of functional ICT Council-LGU led and must be supported by an ordinance. 2.) Intensify investment promotion through ICT Council 3.) Conduct of Industry need assessment and 4.) Organization of Private IT Industry players and create a shared vision and direction.
As an output of the worshop, the vision and mission statements as well as the goals of the Tuguegarao ICT Council were formulated.
